According to the latest information on 06/04/2020, Deputy Prime Minister Trinh Dinh Dung signed a decision on incentive mechanism for solar power development in Vietnam.
According to Decision No. 13, the electricity purchase price for all three types is specified as follows:
- The purchase price of electricity with a floating solar power project is VND 1,783 / kWh, equivalent to 7.69 cents / kWh.
- The price of buying solar power on the ground is VND 1,644 / kWh, equivalent to 7.09 cents / kWh.
- The price of buying solar electricity on the roof is VND 1,943 / kWh, equivalent to 8.38 cents / kWh.
This price is applied for 20 years from the date of commercial operation (the date of signing the contract to sell electricity from the solar power system).

- For grid-connected solar power projects: projects with investment decisions before November 23, 2019 and commercial operation days of the whole project, or part of the project in the period from 01 / 07 through December 31, 2020, the whole project or a part of the project will be subject to the new price schedule under this decision.
- Particularly for Ninh Thuan, the purchase price of electricity from grid-connected solar power projects is already in the planning and has a commercial operation date before January 1, 2021, with a total cumulative capacity of not more than 2,000 MW, will enjoy preferential rates of 2,086 VND / kWh, equivalent to 9.35 cents / kWh.
For rooftop solar power projects, the new point in the decision is that if the electricity buyer is not Vietnam Electricity (EVN) or an authorized unit, the electricity purchase price and the contract The electricity purchase shall be agreed upon by the parties in accordance with current law provisions.
Thus, the electricity buyers and sellers can negotiate on prices and ways to use electricity directly from the solar system.
According to solar investors, this is suitable for the model of investing electricity on the roofs of factories, trade centers or buildings to resell electricity to users below.
This decision takes effect on May 22, 2020.
